Gaming licence cost calculator

In short: Pick a licence, enter how many years, extra domains and extra key persons you need, and see the regulator fees for year one and in total. Every figure comes from the regulator’s own published fee schedule, with the source and the date we checked it. Fees are shown in the currency the regulator uses.

Regulator fees only. Company formation, legal and compliance work, audits, payment onboarding and taxes on revenue come on top. This is not legal or tax advice; fees change, so confirm with the regulator before you budget.

Licences without published fees

Tobique (Canada, First Nation): the Tobique Gaming Commission’s website (thetgc.ca) publishes no fee schedule, and its application links go to a third party. Figures online come from licensing agents, so we do not print them.

Eritrea: we found no Eritrean government gambling regulator, licensing law or licence register. Treat any “Eritrea licence” offer with caution and ask for the issuing authority and its official register.

Costa Rica: Costa Rica does not issue online casino licences. Its law (Ley 9050) only taxes companies that process electronic bets, so a “Costa Rica licence” is a company set-up, not a gambling licence.

Philippines: offshore online gaming licences were cancelled from 15 December 2024 under Executive Order 74 (PAGCOR).

Seychelles: the annual fee is SCR 1,500,000 under the 2024 amended regulations; we have not yet confirmed the current application fee, so it is not in the calculator yet.

Others: Antigua and Barbuda and other offshore licences are not included until the regulator publishes fees we can read.

How to read the numbers

  1. Year one adds one-time application or setup fees to the first annual fee. Where a regulator does not say whether the annual fee is also charged in the first year (Kahnawake, Malta, Gibraltar), the calculator includes it, so the estimate errs on the high side.
  2. Revenue-based charges such as Malta’s compliance contribution and gaming tax, or Gibraltar’s gaming duty, depend on your revenue and are listed under “Not included”.
  3. Licence choice decides which markets, payment providers and ad channels you can use. Compare that first; see choosing a licence for your target market.
